# GroundAlpha

> GroundAlpha monitors large physical build-outs — AI data-center campuses first — from orbit, from the ground and from the public record. Sentinel-1 radar passes, geotagged site photographs from vetted field scouts, and county permits, filings and news are tied to the same place and dated, so an investor can check what is actually being built before it is reported.

Coverage today: 240 monitored sites, 3,590 satellite passes on file, 680 permits and county records. Full dossiers (pass-by-pass history, construction reading, ground photography, every record in detail) need an account; each site below has a free public page.

Latest story about the site: "Oracle issues force majeure notice to Blue Owl following series of setbacks at Project Jupiter data center campus – report" (Data Center Dynamics, 2026-09-24). - [Is Cipher Black Pearl still being built?](https://groundalpha.us.galaxycloud.app/questions.md#is-cipher-black-pearl-still-being-built): GroundAlpha has watched Cipher Black Pearl (Cipher Digital, Amazon), Winkler County, Texas, United States, from orbit since 2025-10-08: 30 radar passes, the latest on 2026-09-28. 1 permit or county record is on file. - [Is there a data center permit near me?](https://groundalpha.us.galaxycloud.app/questions.md#is-there-a-data-center-permit-near-me): GroundAlpha holds 680 permits and county records filed for the sites it watches; each public site page gives its count (Cipher Black Pearl: 1). - [Is the data-center build-out affecting Oracle's stock price?](https://groundalpha.us.galaxycloud.app/questions.md#is-the-data-center-build-out-affecting-oracle-s-stock-price): GroundAlpha does not forecast share prices or give investment advice. It provides dated, sourced evidence of physical progress at the sites behind the companies' announcements (on the public pages: Project Jupiter (Oracle, STACK, BorderPlex), Cipher Black Pearl (Cipher Digital, Amazon)), so an investor can compare what is being built with what a company reports.
- [How can you tell from space that a data center is being built?](https://groundalpha.us.galaxycloud.app/questions.md#how-can-you-tell-from-space-that-a-data-center-is-being-built): Sentinel-1 is a radar satellite: it sees through cloud and at night, and passes over the same place on a fixed schedule. GroundAlpha compares each pass over a site with the ones before it, so cleared ground, foundations and new buildings show up as change over time. Photographs from field scouts and county permits are tied to the same place and date to confirm what the radar shows.
- [How up to date is this information?](https://groundalpha.us.galaxycloud.app/questions.md#how-up-to-date-is-this-information): The newest pass on the public pages is from 2026-10-01, and a site there gets a new pass about every 9 days. News is checked every night; catalogue totals are as of 2026-10-06.
- [Is GroundAlpha free?](https://groundalpha.us.galaxycloud.app/questions.md#is-groundalpha-free): The public site pages are free. A free account adds the preview of every monitored site (latest pass, latest news, how many permits are on file) and email alerts for the sites you follow: https://groundalpha.us.galaxycloud.app/register. Full dossiers (pass-by-pass history, construction reading, ground photographs, every record in detail) are the paid product.
- [Can I photograph a data center for GroundAlpha?](https://groundalpha.us.galaxycloud.app/questions.md#can-i-photograph-a-data-center-for-groundalpha): If you live near a monitored site, yes: scouts photograph sites near them with their phone. https://groundalpha.us.galaxycloud.app/scout
